INTRODUCTION CVMIC RESOURCE LIBRARY
This is the online version of the CVMIC Resource Catalog. This section contains a list of video tapes that are available
for use by CVMIC members free of charge. This library was developed as a training resource to supplement and support the
in-house training efforts of members. The contents of the library were selected to meet the diverse training needs of all
municipal departments.
Given the wide range of services they provide, municipalities are faced with a complex and diverse set of exposures with
which they must deal on a routine basis. The variety of exposures coupled with the duty to comply with regulatory requirements
creates a challenge for municipalities regardless of their size. The integration of safety and loss control issues into the
work place is one area that many local Governments have been slow to accept. However, progressive public officials recognize
that the control of risk exposures requires their leadership and commitment as well as the grass roots support of supervisors
and employees. Given that we live in an era where the increasing pressure to control governmental expenditures conflicts with
governmental mandates, the expanding regulation of the workplace and the increased accountability imposed by the legal system,
it is now more important than ever for local government to identify, actively manage and work to reduce exposures to loss.
The CVMIC resource library provides an inexpensive way to address many of these issues. We encourage our members to work
with their CVMIC loss control representative to develop a comprehensive loss control plan which coordinates in-house efforts with
the training programs offered by CVMIC and utilizes the resources identified in this catalog. Through the aggressive management
of workplace exposures, members can have a significant and lasting impact on their expenditures.
THE PURPOSE OF TRAINING
The goal of training should be to increase the proficiency of employees with respect to the knowledge or skills required to
perform their duties in an efficient and safe manner. To be effective, training should be an ongoing, planned activity with
established goals and objectives. A training program should include both initial training to develop the baseline knowledge/skills
as well as refresher programs to reinforce those skills that may diminish over time.
DOCUMENTATION OF EFFORTS
As with many loss control efforts it is important to document your training
efforts. Proper documentation establishes a written record of your efforts and
will allow you to establish a potential affirmative defense in legal proceedings.
Documentation also provides a basis for reporting your efforts to management.
OTHER RISK MANAGEMENT RESOURCES
In addition to materials described in this catalog, CVMIC also has extensive files on various risk management issues and topics.
This includes sample policies and procedures. If you are developing in-house materials or programs, we encourage you to contact the
CVMIC office to request information or sample materials. In addition, CVMIC has access to the reference files of the Public Risk
Management Association (PRIMA), the National Safety Council as well as other professional organizations. For example, PRIMA has available
for its members an extensive resource file called PRIMA File that includes material on many of the subjects/issues encountered by public
sector risk managers. In addition, a large amount of information is available to PRIMA members through a fax service called PRIMAFAX.
PRIMAFAX includes hundreds of documents that are available for immediate access by calling the PRIMA office and requesting specific
documents by number. These materials are generally faxed within minutes direct to the requesting party via a broadcast fax service.
