Program Description: Beginning on January 1, 2011 all law enforcement agencies will have to comply with the State mandate on traffic stop data collection. Over the last 12 months a lot of time and effort has gone into formulating the guidelines and process for collecting, analyzing and reporting this data. There will inevitably be questions and issues surrounding the collection and reporting of this data. CVMIC and the Wisconsin Law Enforcement Accreditation Group (WILEAG) are offering a program in a “round table discussion” format to provide a forum for the discussion of best practices and strategies to respond to a report that may suggest to some degree that racial profiling by law enforcement may exist.

We are very fortunate to have a number of very knowledgeable speakers who will lead the discussion in the following areas:

  • The history of the development of the data collection guidelines and policies
  • Why this process is important to all law enforcement agencies
  • What information will be collected and how both for BadgerTRACS* and non-BadgerTRACS agencies
  • How agencies should prepare for and respond to the annual report of traffic stop data including the race of drivers and occupants.
  • Agency level analysis of the data
  • Potential legal ramifications

The format will be both group discussion and lecture based with an opportunity for participants to bring up issues, concerns or ideas that they would like to discuss or share with other participants. We also encourage participants to bring policies, programs, forms, etc. on the topic at hand to share with other participants. The more we can learn from each other the stronger we all become. CVMIC has offered numerous programs in the past using this format and we have received a lot of positive comments from participants.

* BadgerTRACS is a Wisconsin DMV data collection tool used by many Wisconsin law enforcement agencies to automate the process of issues traffic citations.

Target Audience: Police chiefs, command staff, mayors, city managers, city attorneys or any other staff that may be involved in traffic stop data collection.
Cost: CVMIC and WILEAG members may attend free of charge; non-member rate is $60.00 per person (non-member registrations may be limited and are on a space available basis).
